Summary
The Doctor takes Bill to the last great frost fair on a frozen River Thames in 1814, where the TARDIS detects a colossal life form trapped beneath the ice. When a young pickpocket named Spider is dragged under and killed, Bill is shaken by the Doctor’s seeming indifference, and the pair uncover that a chained sea creature has been kept prisoner for generations by the wealthy Lord Sutcliffe, who feeds it victims and sells its waste as a revolutionary fuel source. After Sutcliffe tries to have the Doctor and Bill fed to the creature and rigs the ice to collapse for maximum casualties, the Doctor lets Bill make the moral call to free the beast rather than preserve human “progress” built on its enslavement, and the resulting chaos claims Sutcliffe while the creature escapes; the Doctor then rewrites Sutcliffe’s estate over to the orphaned street children who helped them.

- The episode dramatizes the real 1814 frost fair, the last one ever held on the Thames before changes to London Bridge altered the river’s flow enough to stop it freezing over so severely again; the famous stunt of walking an elephant across the ice is recreated on screen.
- Writer Sarah Dollard has said she unconsciously named the villain Lord Sutcliffe after a character from the TV series “Hannibal,” which she was writing fan fiction about at the same time.
